vSSの標準ポートグループとは異なり、vDSの分散ポートグループでは、分散ポートが作成されます。
おそらくvCSAのインベントリ削除→追加によって分散ポートへの接続がリセットされ、
vCenter起動前のため新しい分散ポートに接続できない状態だと考えられます。
そこで、kawaman さんの返信にもある「短期バインドのポートグループ」を作成してvCSAを接続すると、
インベントリ再登録後のvCSAがネットワーク接続できるようになると思います。
「短期バインドのポートグループ」とは、下記ドキュメントでの「短期 - バインドなし」ポートグループです。

Can you add a Start-Transcript and Stop-Transcript to the job?
And add the Verbose switch on the PowerCLI cmdlets in the job.

Where and how do you define your function?
The job environment is a new PS environment, you might have to dot-source the file that contains your function inside the job.
This worked for me going from v10 to 11 and back.
NB I had an issue with being unable to install the v10 .dmg downloaded from vmware (after using the v11 to get the screen recording prompt to show), but just did a hotspot drop of another copy of v10 from another computer and that worked out OK.

I would like to make some new programs to work on windows xp 64/32
Example: firefox, chrome, skype
So my question is... Can i make a program that requires windows 7 or higher run on windows xp? By packaging all needed dlls from my windows 7 with the virtualized app in correct folders (ie: system32, syswow64, winsxs)
Can application virtualization technology & thinapp achieve that?
I've tried but it doesn't seem to work once i package any dlls (like ntdll, kernel32, shell32) with the app, after building it wont run! Not even in windows7!

Governments, health care, even large portion of us military still uses xp
& why? For it's rigourously tested stability, effeciency & minimal footprint
& these organizations can't afford redeploying their infrastructure to another os...
It is not just a financial problem but there are irreplaceable hardware/software drivers... Gpu intensive, that you can't install/use in virtual machines
So while on these systems we would like to have access to simple things, like researching online... & with many websites using TLS 1.3 & other things, latest xp compatible browsers (firefox 52, chrome 48) don't support
You can't access these websites. Having chat with a colleague on something like skype... Etc
This is just an example but 90% of usage will be offline, we would like to use some tools that unfortunately not supported on xp...
I know a lot of people & i have many friends with the same interests...
If Thinapp can do that, then not only me & my friends, but millions & millions of people will be relying on it!

以下のことを実施した状況です。
7．新vCSA(元：起動中)が繋がっているvDS内に新規に「短期バインドのポートグループ」を作成しました。
※新vCSA(元：起動中)は起動し直しました。
8．新vCSA(元：起動中)に手順7で作成した「短期バインドのポートグループ」を設定しました。
※この段階で新たな問題が発生しました。
新vCSA(元：起動中)にpingが飛ばなくなり、vSphere Clientにもアクセス出来なくなりました。
また、元の分散ポートグループに戻すため、vSphere Host Clientにログインし、
仮想マシンの編集からネットワークラベルの変更を実施したところ以下のエラーが発生しました。
エラー：
非短期の分散仮想ポートグループ「元のNWラベルXXX」に接続されているネットワークアダプタの追加または再構成はサポートされておりません。
このような状況になってしまうとvCenterを復帰させる方法はもうないでしょうか。

This feature is not available with vCeter Server, You have to use other monitoring tools like vROPs to monitor Guest filesystem

I get locked out from remote management, both browser management and SSH. Get the error message "Cannot complete login due to an incorrect user name or password"
I can restore access if i login into the server directly and restart management agents. But this only helps temporary and get locked again within minutes.
I use ESXi 6.7, tried both U1 HPE version and U2
I have the problem on two HP DL360 G7 but it works on a third.
These logs messages appear every 10 seconds:
